          UNIVERSITY HILL NEIGHBORHOOD ASSOCIATION (UHNA)

 

                              NEIGHBORHOOD MEETING MINUTES

 

                                                       10/1/25

 

Our inaugural post covid UHNA meeting was held in the beautiful Chapel at the Academy. 

There were over 60 attendees including speakers and neighbors.

Here is a brief review of the topics covered.

 

WELCOME  

 

Nancy Blackwood the current UHNA president welcomed everyone to the meeting

 

PREAMBLE

 

Elise Longbottom a neighbor (and one of the Lincoln Ladies) gave a heartfelt opening statement about her family’s experience living on the Hill. 

She reminded us all of the positive benefits we share in and appreciate in our neighborhood despite the challenges that we can work on as a community.

 

CU OFFICE OF OFF CAMPUS LIFE

Jeff and Tara discussed how their office supports neighbors’ concerns with issues with noise and other issues.

They explained how party registration, welcome bags, the Ambassador program, etc help set expectations for new and returning students to the neighborhood. 

They welcome direct communication for persistent problem houses.

 

WILDFIRE MITIGATION UPDATE

Steve Orr City of Boulder Wildland Fire and Mitigation Professional

 

Monika encouraged residents to go to their site boulderodm.gov for comprehensive information. 

She stressed the importance of alerts including enrolling in bocoalert.org, evacuation and back up plans, grab list and home insurance.

 

Steve educated us about the recent concerns with our wildland urban interface creating high risk for wildfire danger. 

He discussed steps to take to minimize risk for individual homes and neighborhoods, including the free wildfire home assessment, and explained the Community Risk Reduction Program which offers up to $2000 funding per property. There is an additional fund through the county of $500.

 

All modifications to homes recommended are purely voluntary.

BOULDER POLICE AND CODE ENFORCEMENT

 

Sgt Michael Marquez BPD Hill Neighborhood Impact Team

 

Jennifer Riley City Code Enforcement Supervisor

 

Sgt Marquez leads the Hill Special Unit that covers the neighborhood from 5pm-3am Wednesday-Saturday. 

He clarified how officers respond to calls for service and also explained that due to budget concerns there are a limited number of officers that cover the rest of the city and the Hill when the Neighborhood Team is not active. 

Sgt Marquez welcomes direct contact on his cell 720-541-3373 during his work hours for nonurgent persistent issues in our community. 

To have an officer respond for non urgent situations please contact the dispatch number 303-441-3333 #8.

 

Jen Riley elucidated for us that her department enforces external nuisance violations such as trash, trees and weeds, snow and ice removal among others. Her officers work from 7 am to 5 pm 7 days a week. 

She explained that process of citations, fines and summons with locations that are repeat offenders.

FIREWORKS DETECTION TECHNOLOGY UPDATE

 

Our neighbor Viktor Przebinda has a technology that tracks the location of aerial fireworks on the Hill. 

The website at  fireoverthehill.com updates real-time showing the location of recently ignited fireworks. 

You can contact him at  vprezebinda@gmail.com  with questions or if you would like a sensor to be installed at your house to assist with this useful tool.

 

HILL BUSINESS DISTRICT UPDATE

 

Brian Ebzery, owner of Loving Cup Coffee Shop, represented the Hill Business district and reassured us that the area is going in a positive direction in the matters of unhoused, lighting and safety. 

The Hill Ambassadors, Merchants Association and police presence all contribute to this forward momentum.

 

OUTGOING UHNA EXECUTIVE COMMITTEE MEMBERS

 

The outgoing Executive Committee members are:

They were recognized for their substantial contributions to our neighborhood association. 

Their many accomplishments have led us to the measurable improvements to our vital community.

 

ACADEMY MAILING LIST

 

We are grateful to Ande Bernthal, the executive director of the Academy, who assisted us with meeting set up. 

She also graciously invited neighbors to join the Academy email list for concerts and events. Please contact her at ande@theacademyboulder.com.

 

After adjournment the speakers generously gave of their time to take specific individual questions from the neighbors at the end of the meeting as well as at Café Aion.

 

We appreciate your interest and look forward to regular quarterly meetings of UHNA. 

The Academy will again generously host our next meeting on January 28, 2025 from 600-730 pm in the lovely Chapel. We look forward to seeing you there!
